职位介绍: Position Responsibilities： Project Leadership & Delivery： Lead projects from concept to feasibility, design, permitting, procurement, construction, commissioning & handover. Establish and manage CAPEX budgets, cost forecasts, cash flow, and contingency. Serve as the Company’s primary point of contact for all project parties. Define project objectives, scope, deliverables, and success criteria; maintain the Project Execution Plan. Scope, Schedule & Cost Management： Develop and maintain master schedules; track milestones, critical path, and recovery plans. Manage change control (scope, time, cost), including evaluation, approvals, and documentation. Review contractor payment applications, progress claims, and close-out financials. Procurement & Contract Management： Support procurement strategy and tendering (RFQ/RFP), evaluate bids, and recommend awards. Administer contracts (e.g., EPC, design-bid-build, CM-at-risk), ensuring compliance with terms. Manage contractor performance (KPIs, progress meetings, reporting, dispute avoidance/resolution). Design & Technical Coordination： Manage design development, value engineering, constructability reviews, and design approvals. Coordinate with internal users (Operations, Maintenance, EHS, IT, Security) to capture requirements. Ensure alignment with applicable standards, codes, and corporate specifications. HSE, Quality & Risk Management： Ensure robust HSE planning and execution; drive safe work practices and compliance. Implement quality assurance/control processes; oversee inspections, testing, and punch lists. Identify and manage project risks; maintain a risk register and mitigation plans. Permitting & Stakeholder/Authority Interface： Coordinate permits, inspections, and approvals with local authorities and third parties. Manage stakeholder communications, including site access, shutdown planning, and operational continuity. Commissioning, Handover & Closeout： Lead commissioning strategy, readiness reviews, and acceptance criteria. Ensure complete handover package: as-builts, O&M manuals, training, warranties, spares. Drive lessons learned and post-project review. Qualification & Requirements： 1. Bachelor’s degree in Engineering, Construction Management, Architecture, or related field (or equivalent experience). Master degree preferred. 2. 5–10+ years managing construction projects, preferably owner-side or as an owner’s representative. 3. Strong knowledge of project delivery methods, contracts, and construction management practices. 4. Proven experience with budgeting, scheduling, change management, and contractor oversight. 5. Proficient in English and Chinese. Cross-cultural experience preferred. 6. Willingness to travel as required.
